Did the liberator fairings not have sound enclosures? In looking at pics online and don't see any with stereos.

Nope! They were made from 1974 to 1977. Back then ignition systems used points (a mechanical switch), a capacitor that held an electrical charge, and a coil to step that charge up thousands of volts. Harley made no provision to eliminate the RF Noise that ignition system produced. The inductors, capacitors, and shielded wires would have had to be mounted where they could be seen and considered too ugly to mess with. Also back then most radios were limited to the AM band only. There were not that many FM stations or automotive radios that had that also had the FM band as well. FM radios are not as sensitive to ignition and alternator noise as AM is. Even if you mounted a radio and speakers all you would hear coming from the speakers when the engine was running was ignition noise. If you mounted an 8-Track tape player it too would suffer from ignition noise that was in the charging system as well. It was not until electronic ignition systems started being used that eliminated the arcing across the points when they opened and good rectifier diodes that made it possible to attach a radio and speakers to a motorcycle and hear something other than ignition and alternator noise from the speakers. That was about the same time cassette tapes replaced 8-track tapes and FM stations started popping up everywhere.

I bet we can make one!! The side pockets are symmetrical and look like they would house speakers well.
You really don't need an enclosure like those used on the windjammers. You can buy speakers that mount to the handlebar mirror mounts, put a small amplifier in the fairing, and make a simple mount for your phone, MP3 player, or a Satellite Radio like I did. My satellite radio is on the left and that's a GPS unit on the right.
