The rubber cover for my cigarette lighter connection hole has fallen out, are they available any where? Also, the rubber fittings on my mounting brackets are cracking, are these replaceable?

Which rubber fittings are you referring to: fairing the trunk?
 
I found a plastic plug for my cigarette lighter hole at Ace hardware. They had a bunch of different sizes. I don't remember what size it was though. Welcome to the forum.

Thanks! The rubber cushions around the bolts that hold the fairing to the mounting bracket. Mine look to have been really torqued down and are really cracked. Of course, the bike is over 30 years old!

For what it's worth, I just used an old bicycle inner-tube and cut a strip of rubber the shape of the mount piece rather than just the round rubber washer at the bolt. Double sided tape holds it in place.
 
Looks like you dealt with this issue without me. By the way, I just completed the latest Vetter Fuel Challenge. It was 170 miles at Bonneville. The electric bike finally won!
