Distance between exhaust and saddle bags?

When I did mine, I wound up with about 3 inches of clearance when I was finished. It wasn't easy modifying brackets and obtaining that distance either.

Hello from the Pacific Northwest - Seattle/Tacoma

Welcome to the forum! Getting that stuff mounted to your Magna shouldn't be too difficult, you just will have to make/modify most of the mounting hardware, which shouldn't be too hard.

Dug out my old Navy Arcitc gear today.

I usually say "When it's cold out put another layer on and ride," but with age comes wisdom! There is no way I am riding when it is 5 degrees! Scott I wish I had some of that gear that still fit me!

    How to mount saddle bags?

It's possible that someone took the Vetter bags and removed the quick disconnect locks and bolted the bags to the racks. If that is the case, I fear there is no turning back.

    Rooster fairing

I did use the National brackets to mount the fairing to the handle bars. To mount the fairing to the headlight, I had to get a little creative because the fairing almost doesn't fit the 1200 Goldwing. In the end, I made some flat bar stock work with hose clamps.

Welcome to the forum! That is a WJ V and the headline surround is missing, which explains the ridges that you see.
