Headlight mount bushing install help

I can not figure out how to install the mounting bushings for the headlight bucket. It looks like they have to be compressed to get them in the failing hole.

Do I need a special tool? I tried to compress using a smaller bolt and washers on both ends, All that did was expand the rubber so that it wouldn't go through the hole.

That's called a well-nut. It's shaped the way it's supposed to look when the screw is snugged up. Normally, the body is cylindrical under the top flange.

It apparently has become permanently distorted. If you put the screw in just a couple of turns, and still can't squeeze it through the hole, you'll need to replace it.

Just getting back to you about this project. Lowe's had a bushing that was the exact right diameter. The threads were not metric so while I was the, I found another set of bolts that matched the new ones.

Everything is back together now. It was the last thing holding me up from getting the bike sold. Now I have to figure out what web site would be the best to list it. Any ideas?
